The Medical Review Office also manages the Safety Sensitive Letter process and Non contact positive process.

FMCSA Clearinghouse

The FMCSA Clearinghouse is a secure online database that provides real-time information about CDL driver drug and alcohol program violations. Employers must check this database before hiring a new driver and annually for existing drivers to maintain compliance. In addition, FMCSA Employers must do the following to be compliant with the FMCSA Clearinghouse:

  1. Write a policy addendum for the FMCSA Drug and Alcohol Clearinghouse for their DOT Drug and Alcohol Testing Policy. 
  2. Register in the FMCSA Drug and Alcohol Clearinghouse.
  3. Educate supervisors and employees on rights and responsibilities of the Clearinghouse FMCSA.
  4. Report all positive alcohols to the FMCSA Clearinghouse.
  5. Document and Report all collection site refusals to the FMCSA Clearinghouse.
  6. Document and Report all known alcohol or drug use to the FMCSA Clearinghouse.
  7. Report all Return to duty test to the FMCSA Clearinghouse.
  8. Report all Follow-up testing program completion to the FMCSA Clearinghouse.
  9. The Medical Review Officer reports all positive drug test to the FMCSA Clearinghouse.
