  • Non-Contact Positive: The Medical Review Officer or MRO manages the NON-Contac Positive Process and Safety Sensitive Letter process.

A Medical Review Office is the administrative hub where Medial Review Officers or  MRO perform their duties. It ensures the process is handled efficiently and professionally, providing employers with accurate and reliable results.

FMCSA Clearinghouse

The FMCSA Clearinghouse is an online database that tracks commercial drivers’ drug and alcohol violations. It helps employers ensure that safety-sensitive employees comply with federal regulations.

FMCSA Drug and Alcohol Clearinghouse

Employers must report any drug and alcohol violations to the FMCSA Drug and Alcohol Clearinghouse. This includes failed drug tests, refusals to test, and return-to-duty status. The employer is responsible for reporting positive alcohols to the FMCSA Clearinghouse.  The Medical Review Officer MRO reports all positive drug screens to the FMCSA Clearinghouse

Clearinghouse FMCSA Return to Duty Test

Employees who have violated drug and alcohol regulations must undergo a return-to-duty test. The results are reported to the FMCSA Clearinghouse to ensure compliance and maintain safety standards.

Below is a  list of what FMCSA employers must do to be compliant with the FMCSA Drug and Alcohol Clearinghouse mandate:

  1. Register in the FMCSA Drug and Alcohol Clearinghouse.
  2. Write a FMCSA Drug and Alcohol Clearinghouse addendum to your DOT Drug and Alcohol Testing Policy.
  3. Educate supervisors and employees on FMCSA Clearinghouse.
  4. Perform FMCSA Clearinghouse pre-employment queries to the FMCSA Clearinghouse.
  5. Perform annual FMCSA Clearinghouse queries to the FMCSA Clearinghouse.
  6.  Report all positive Alcohols to the FMCSA Clearinghouse.
  7. Document and Report all Collection site refusals to the FMCSA Clearinghouse.
  8. Document and Report all known drug and alcohol use to the Clearinghouse FMCSA.
  9. Report Return to Duty drug test to the FMCSA Clearinghouse.
  10. Report Follow-up test program completion to the FMCSA Clearinghouse.
  11. The Medical Review Office will report positive drugs screens to the FMCSA Clearinghouse.

Physical Examinations
