FMCSA Clearinghouse

The FMCSA Clearinghouse is an online database that tracks commercial drivers’ drug and alcohol program violations. Employers are required to query the Clearinghouse when hiring new drivers and annually for current employees. This system helps keep the roads safer by ensuring that drivers who have violated drug and alcohol policies are identified and appropriately managed. In order to be compliant with the FMCSA Drug and Alcohol Clearinghouse, FMCSA Employers must do the following:

  1. Register in the FMCSA Clearinghouse
  2. Write a FMCSA Clearinghouse addendum for your DOT Drug and Alcohol Testing policy.
  3. Educate and train employees and supervisors on the rights and responsibilities of the FMCSA Drug and Alcohol Clearinghouse.
  4. Query each new driver with a FMCSA Clearinghouse pre-employment query.
  5. Query all drivers annually with a FMCSA Clearinghouse annual query.
  6. Report all positive breath alcohols to the Clearinghouse FMCSA.
  7. Document and report all collection site refusals to the Clearinghouse FMCSA.
  8. Document and report all known drug or alcohol use to the Clearinghouse FMCSA.
  9. Document all Return to Duty Drug test to the Clearinghouse FMCSA.
  10. Document all Follow-Up Testing Program completion to the Clearinghouse FMCSA.
  11. Medical Review Office will report positive drugs.
