Employers are required by law to register for and use the FMCSA Clearinghouse, to ensure that they are fully compliant with DOT regulations.  Employers are also required to perform a pre-employment query and an annual query on all drivers.  The Employer or their designated CTPA must report all positive alcohols, collection site refusals, known drug and alcohol use and others to the FMCSA Clearinghouse.  The Medical Review Officer is responsible to report positive drugs and medical refusals.
